博碩士論文： 社區主義觀點探討閒置空間再利用—以新屋鄉農會穀倉為例
摘要：「閒置空間再利用」是近年來國內重要的文化政策，也是備受關注的議題之一。新屋鄉農會穀倉在面臨即將拆除重建為新屋鄉農會辦公大樓的命運之下，在各界人士認為它是當地居民的集體記憶，也是見證地方發展的活歷史，因此居中協調希望保留再利用，並登錄為歷史建築。然而，新屋鄉農會穀倉的再生如同大部份閒置空間再利用的模式，都是以「由上而下」的政策決策模式，鮮少與地方及社區做結合。本研究從「社區主義」的觀點出發，以社區居民的角度及觀點來透析「閒置空間再利用」等地方性議題發展，並使用質化研究方法中的文獻分析法、參與觀察法以及深度訪談法，收集本研究所需之資料，希冀達成以下目的：(1)瞭解新屋鄉農會穀倉閒置空間再利用之政策背景形成之過程以及其發展定位；(2)以社區主義理論為基礎，探索研究個案在閒置空間再利用過程中，政府部門、農會、社區居民及地方組織在互動過程中所面臨的問題及因應措施；(3)藉由探討個案的實際情況與現行政策下，瞭解社區主義應用於閒置空間再利用的作法及可行性(4)提供相關建議作為政府及其他單位於未來閒置空間再利用規劃之參考。 “Reuse of space” not only is an important aspect of our cultural policy but also one of the topics that is concerned in the recent years. With reconstruction of barn of farmer’s association of Hsinwu for new office of farmer’s association of Hsinwu, which public strongly believe is a memory of the local residents and a witness of local history, therefore would like to retain and reuse the space and register it as a historical site. However, the renewed barn of farmer’s association of Hsinwu has a similar reuse of space pattern, which is a “top-down” policy decision-making, with so little that local and community can do.
